TOWN COUNCIL AT-LARGE - ENDORSED CANDIDATE                               VOTE ROW 3B

JUSTIN ADINOLFI

Justin Adinolfi is running for an at-large position Cheshire Town Council. He brings with him over twenty-five years of successful business experience, a strong belief in fiscal responsibility and a dedication to public service. Justin's leadership on the Planning & Zoning Commission of several key committees, which created new regulations protecting the health of the community while encouraging development, and his far-sighted decisions when he previously served on the Town Council led to his Democratic endorsement for Town Council representative at-large.

Justin earned his B.A. in Economics from Boston College, and was subsequently awarded an M.B.A. in Business Forecasting from the College of William & Mary in Williamsburg, Virginia. Justin has worked professionally in Information Technology consultation and implementation for several national firms. He is presently Vice-President of the Connecticut Attorneys Title Insurance Company.

Civic and community service have involved Justin in many aspects of his community. Previously, he has been President for the Pondside Homeowners Association, a member of the West Hartford Finance Advisory Board, and the Treasurer of the Cheshire Housing Authority. He has also served on the Board of Trustees of the Forman School. Presently, Justin is on the Board of Directors of the Cheshire Education Foundation. He also is a member of Cheshire's Economic Development Commission and of Midstate Medical Center Board of Director's Planning Committee.

Justin has made numerous important civic contributions to date. As a member of the Planning & Zoning Commission he obtained experience with many aspects of Cheshire's future development. He was Chairman of the Plan of Development Committee which updated the Town's Plan of Development, focusing on commercial and industrial development, traffic and circulation issues, open space and Town Center planning. He also chaired the Aquifer Regulation Ad-Hoc Committee which updated the regulations protecting Cheshire's drinking water while allowing clean development.

When Justin served on Cheshire’s Town Council from 2003-2005, he put forth three important initiatives.

The first was an enhanced senior property tax credit which was passed in 2006.

The second was the creation of a North End Village which proposed a multi-use development aimed at lowering the residential property tax burden while providing upscale shopping and a new residential option in town. After leaving the Council he organized public support to encourage the Planning & Zoning Commission to change our zoning regulations to allow such a development. The regulations have now been changed, and only the current economic downturn has slowed the development of the proposed Shoppes at Cheshire project.

The third initiative Justin proposed was an Operational Review which he has since refined and now calls the ASSET (Accountable Services Spending - Educated Taxpayer) program. It is intended to review and assess services to ensure that we deliver the services most needed by our citizens as efficiently and economically as possible. It is also intended to foster a more rigorous and continuous review of services for both the town and school system.

Upon Justin's return to the Town Council, he will work hard to:
  • Ensure that we provide important community services as efficiently as possible

  • Reduce the residential tax burden by fostering “smart” economic development

  • Enhance our public school system for our children
  • Encourage a balanced approach that is equitable to residents of all ages
  • Maintain the quality of life in Cheshire

" We all know that we are in one of the most difficult economic periods in many years. I believe my work ethic, professional experience and ability to build coalitions can help me to make a valuable contribution to the Cheshire community during these very troubling times. I will make decisions based on facts and common sense, not politics"

The Adinolfi family made Cheshire their hometown in 1990. Justin and his wife Jane Adinolfi, a Special Education Teacher at Chapman Elementary School, have three children, Justin, Charlotte and Tom.

PLANNING & ZONING: FULL TERM - ENDORSED CANDIDATE                               VOTE ROW 13B

PETER BLOMSTROM

Peter Blomstrom is seeking election to his first term on Cheshire’s Planning and Zoning Commission. Peter is a professional urban planner with years of community development expertise. He is well-versed in decision making processes where he considers all sides of an issue, evaluates the alternatives and looks towards the future. With his vast experience and knowledge of planning issues, this summer Peter was given the Democratic endorsement to run for a seat on Cheshire’s Planning and Zoning Commission.

Peter graduated with a B.A. from Clark University in Worcester, MA. After serving three years in the U.S. Army as an Arabic language translator, Peter then continued his studies, obtaining a Master's degree in Urban Planning from New York University's Graduate School of Public Administration. He worked for more than thirty-five years in urban planning, housing development and community development at the local, regional, state and federal levels. During this time Peter developed extensive grant writing and funding experience. He is a retired member of the American Institute of Certified Planners.

Peter's experience as an urban planner has included working for the City of New Haven and the City of Worcester, MA. He then spent eighteen years as a Community Builder and Senior Housing and Community Development Specialist at the U. S. Department of Housing & Community Development (HUD) in Hartford, CT. During this time, he advised CEOs of Connecticut cities regarding opportunities for HUD and other federal funding. He had oversight responsibility both for HOME funding provided to the State and six of Connecticut's largest cities, and for Community Development Block Grant (CDBG) assistance to New Haven, Hartford and other cities. Recently, Peter completed a ten month contract as a consultant to the City of Bridgeport’s Department of Central Grants and Community Development to manage technical aspects of the federally funded HOME program for housing development.

Peter strongly believes that good plans get good results. When elected to the Planning and Zoning Commission, Peter's priority will be to ensure the Town’s required Comprehensive Plan of Conservation and Development is updated and made more useful in implementing Cheshire’s future development. He especially wants to develop Cheshire's commitment to Open Space in the context of smart-growth for the future.

"I will vigorously pursue wise stewardship of Cheshire’s precious resources.”

Peter has lived in Cheshire since 1989 with his wife Nancy Blomstrom, the retired Library Director of Housatonic Community College in Bridgeport, CT. ZONING BOARD OF APPEALS - ENDORSED CANDIDATE                          VOTE ROW 17B

DAVID WILKINSON

David Wilkinson is running for a third term on the Zoning Board of Appeals (ZBA). During his last term, he was Secretary of the ZBA. His commitment to preserving the high quality of life enjoyed by Cheshire residents led to his endorsement by the Democratic Party for the November 3rd election as a candidate for the Zoning Board of Appeals.

A native of Wallingford, David moved to Cheshire seven years ago. His previous involvement with civic activities in his old hometown, including serving on the Inland and Wetlands Commission and as Secretary-Treasurer of the North Farms Volunteer Fire Department, naturally led to his involvement with the future of his new hometown of Cheshire. Since moving to Cheshire, David has become actively involved in the Cheshire Democratic Town Committee, serving as their Treasurer for six years.

David Wilkinson served in the U.S. Air force from 1965-1969, and was honorably discharged. He went to college on the G.I. Bill receiving a B.A. in Political Science from the University of New Haven. He is retired, having worked as an accountant, primarily at the University of Connecticut Health Center in Farmington. David opted to take an early retirement and now can commit the necessary time for on-site inspections and to appropriately review all ZBA applications.

A goal of David's if he is re-elected to the Zoning Board of Appeals will be to review the current zoning regulations pertaining to farm animals in residential neighborhoods with the Planning & Zoning Commission.
